Governor Mike Braun has announced three new appointments to the Indiana Utility Regulatory Commission (IURC), underscoring a stated focus on utility affordability, reliability and protecting ratepayers. The new commissioners will begin their terms on January 12, 2026.

State Senator Andy Zay (R–Huntington) has been named chair of the IURC. Senator Zay previously represented Senate District 17 and brings legislative experience and a business-oriented perspective to the Commission. His background in public policy and entrepreneurship is expected to inform deliberations around utility access, investment and cost containment.

Anthony Swinger (Marion County) joins the Commission from the Indiana Office of Utility Consumer Counselor (OUCC), where he has served as executive director of technical operations. Swinger brings expertise in utility regulation, ratemaking and consumer advocacy, with significant experience navigating complex regulatory proceedings on behalf of ratepayers.

Bob Deig (Vanderburgh County), a former state senator who represented Senate District 49, also joins the Commission. During his legislative tenure, Deig served on the Senate Utilities and Technology Committee, where he focused on energy policy, infrastructure and utility oversight.

The new commissioners will help guide IURC decisions impacting utility rates, infrastructure investment and service reliability for Indiana households and employers.

Natalie Goodwin is the Indiana Chamber’s vice president of government affairs. She joined the organization in September 2025.
